Todas tienen algo en com\u00fan: cuando bloquean las principales calles del centro, miles de xalape\u00f1os terminan pagando las consecuencias.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">La ma\u00f1ana de este mi\u00e9rcoles, el primer cuadro de la capital veracruzana volvi\u00f3 a convertirse en un verdadero laberinto para quienes necesitaban circular por la zona, debido a la manifestaci\u00f3n de trabajadores del Seguro Social.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">El problema no es que la gente proteste. En una sociedad democr\u00e1tica, manifestarse es un derecho que debe respetarse. Los trabajadores tienen derecho a exigir mejores condiciones laborales, los ciudadanos a reclamar servicios y las organizaciones a hacer p\u00fablicas sus demandas.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">La pregunta es otra: \u00bfpor qu\u00e9 esas expresiones tienen que traducirse necesariamente en la paralizaci\u00f3n de calles y avenidas?<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Quien debe llegar a su trabajo, recoger a sus hijos en la escuela, acudir a una consulta m\u00e9dica o realizar un tr\u00e1mite no siempre tiene la posibilidad de esperar indefinidamente a que termine una protesta.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Y el asunto se complica cuando, adem\u00e1s del bloqueo en la calle de Enr\u00edquez, frente a Palacio de Gobierno, se colocan barreras en las vialidades circundantes. En lugar de ofrecer rutas alternas que permitan mantener cierto flujo vehicular, los cierres pueden terminar extendiendo el congestionamiento a otras calles del centro.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">La ciudadan\u00eda merece saber qui\u00e9n toma esas decisiones y con qu\u00e9 criterios se determina el cierre de cada vialidad. \u00bfExiste una estrategia para reducir las afectaciones o simplemente se colocan barreras y se deja que los automovilistas busquen c\u00f3mo salir del embrollo?<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Una alternativa razonable ser\u00eda que las autoridades establecieran, mediante di\u00e1logo y acuerdos previos, espacios para las concentraciones, como la Plaza Lerdo, procurando mantener libres los carriles de circulaci\u00f3n y garantizar el acceso peatonal. Cuando las circunstancias exijan cierres, deber\u00edan anunciarse oportunamente, acompa\u00f1arse de rutas alternas y limitarse a lo estrictamente necesario.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Escuchar a los manifestantes no tiene por qu\u00e9 significar abandonar a los dem\u00e1s ciudadanos a su suerte. El derecho a protestar y el derecho al libre tr\u00e1nsito deben conciliarse con medidas de organizaci\u00f3n, no enfrentarse como si uno tuviera que anular al otro.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Y hay motivos para anticipar que el desaf\u00edo podr\u00eda crecer conforme se intensifique la actividad pol\u00edtica y comiencen las movilizaciones de quienes aspiren a una candidatura. Si cada grupo decide medir su fuerza llevando contingentes al centro de Xalapa, la ciudad necesitar\u00e1 algo m\u00e1s que paciencia: requerir\u00e1 planeaci\u00f3n y autoridad para ordenar la circulaci\u00f3n.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Porque una capital no puede funcionar si cada manifestaci\u00f3n se convierte en un bloqueo generalizado y cada automovilista queda atrapado sin saber por d\u00f3nde avanzar.<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">Y como dice Pancho L\u00f3pez, el fil\u00f3sofo ateniense xalape\u00f1o:<\/span><\/p>\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt;\">\u201c\u00a1Esto todav\u00eda se va a poner peor!
