No todos, por supuesto. Pero s\u00ed los suficientes como para que el fen\u00f3meno deje de ser excepci\u00f3n y empiece a perfilarse como patr\u00f3n.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Cuando el poder se siente prestado y el tiempo comienza a agotarse, hay quienes dejan de gobernar para empezar a cobrarse. No trabajan ya para la ciudadan\u00eda, sino para s\u00ed mismos.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>La reciente postura del secretario de Gobierno, Ricardo Ahued Bardahuil, deja entrever que dentro del propio sistema pol\u00edtico comienza a operar un deslinde silencioso: nadie quiere cargar con quienes cruzaron la l\u00ednea. Porque una cosa es el error administrativo y otra muy distinta la operaci\u00f3n deliberada al margen de la ley.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Y lo que hoy emerge en Xalapa no parece torpeza.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Parece c\u00e1lculo.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Pagar lo que no existe<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>La administraci\u00f3n municipal encabezada hoy por Daniela Griego Ceballos ha comenzado a documentar una pr\u00e1ctica que, de confirmarse plenamente en los \u00f3rganos fiscalizadores, podr\u00eda constituir algo m\u00e1s que una irregularidad administrativa: el pago total de obras que no estaban concluidas.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>No hablamos de retrasos menores. Hablamos de obras liquidadas antes de existir plenamente.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>La Direcci\u00f3n de Obras P\u00fablicas de la pasada administraci\u00f3n dej\u00f3 tras de s\u00ed expedientes que no solo generan dudas t\u00e9cnicas, sino sospechas legales que alcanzan directamente al exdirector Guillermo \u00c1vila Devezze y al exsubdirector de planeaci\u00f3n Gerardo Lobato.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Dos casos bastan para dimensionar el problema.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>El muro que se pag\u00f3\u2026 antes de terminarse<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Muro de contenci\u00f3n \u2013 Colonia 21 de Marzo<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>La obra n\u00famero 2025300870425 revela una cadena de decisiones dif\u00edciles de justificar:<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Se ejecut\u00f3 sin un proyecto t\u00e9cnico adecuado.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Tuvo que realizarse dos veces.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Fue liquidada el 19 de diciembre de 2025.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Pero se concluy\u00f3 hasta iniciado 2026.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Es decir: se pag\u00f3 antes de existir.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>En la administraci\u00f3n p\u00fablica, esto no es un detalle menor. Es una violaci\u00f3n directa al principio b\u00e1sico del gasto p\u00fablico: primero se entrega, luego se paga.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Aqu\u00ed ocurri\u00f3 al rev\u00e9s.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Y eso abre responsabilidades que no solo alcanzan al \u00e1rea t\u00e9cnica, sino tambi\u00e9n a Tesorer\u00eda y Contralor\u00eda de la administraci\u00f3n saliente.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>El relleno sanitario: pagar para reducir la culpa<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Relleno sanitario de Xalapa<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>M\u00e1s grave a\u00fan es el caso de la obra 2025300870234.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Contratada a precio alzado, lo que implica que deb\u00eda entregarse funcionando al 100%, fue pagada en 99.5% desde diciembre, antes de concluir la administraci\u00f3n de Alberto Islas.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Pero la obra:<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>No est\u00e1 terminada.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>No opera al cien por ciento.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Y no existe claridad sobre cu\u00e1ndo lo har\u00e1.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>\u00bfPor qu\u00e9 pagar casi todo antes de irse?<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>La hip\u00f3tesis que ya circula en \u00e1mbitos administrativos es inquietante: pagar antes para que la sanci\u00f3n por incumplimiento resulte menor que la responsabilidad por subejercicio o abandono.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>No fue descuido.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Pudo haber sido estrategia.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>La herencia envenenada<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Hoy, la administraci\u00f3n de Daniela Griego no solo enfrenta el reto de gobernar, sino el de explicar lo inexplicable.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Porque estas decisiones no fueron meramente t\u00e9cnicas.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Tuvieron consecuencias:<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Recursos comprometidos sin resultados.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Obras inconclusas que afectan servicios.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Y posibles responsabilidades administrativas o penales.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>El caso de Guillermo \u00c1vila y Gerardo Lobato ya no se encuentra \u00fanicamente en el terreno del se\u00f1alamiento pol\u00edtico.
